Softgoods manufacturer and merchant. Educated at Saltash. Arrived in Sydney with mother and sisters on 13 September 1847. Worked for 3 years with a draper in Bathurst and opened own drapery business in 1851; prospered and took on a partner under style of Webb & Co. 1866, manufacturing own clothing, millinery, footwear and supplying much of western New South Wales; retired from active business in 1880. Acquired much property in and around Bathurst. Firm started newspaper in 1881. Founding member and later trustee of Bathurst Mechanics' School of Arts; Member of building committee of the District Hospital in 1876, treasurer from 1882 until 1893; Vice president of Bathurst Agricultural Horticultural and Pastoral Association. Deputy licensing magistrate in 1891; Vice president of Local Option League in 1890. Commissioner of Sydney International Exhibition in 1879. Foundation vice president. Free Trade Association of New South Wales in 1885, dedicated Wesleyan Methodist. Chaired Bathurst circuit meetings; member of Australasian Wesleyan Methodist annual conference in 1860s; founder of Newington College and on the council from 1879 until 1897; Member of council of Methodist Ladies College, Burwood from 1890 until 1897.

Youngest son of Thomas Webb, farmer, and Catherine Geake. Married Selina Jane Jones on 18 January 1854 at Springfield, near Bathurst and had issue, 2 daughters and 3 sons. Wesleyan Methodist.
