1454 - ROAD CONGESTION WALLSEND MEASUREMENT

(1) Considering the significant congestion on the major arterial roads in the Wallsend Electorate, including the Newcastle Link Road, Lake Road, Lookout Road and Newcastle Road, what processes does the Department use to measure congestion?

(a) What metrics are used?

(b) How is the data gathered?

(a) Transport for NSW uses various metrics to measure traffic performance. Journey Time Reliability (JTR) and Free Flow Speed Ratio (FFSR) are used as congestion metrics. In addition to congestion metrics, metrics of traffic performance such as Level of Service, Delay, Queue Lengths and Volume Capacity Ratio are used to assess links, turning movements, individual intersections and networks of intersections.

(b) JTR and FFSR metrics are derived from google data sourced from mobile users. Other performance metrics come from traffic models that use inputs gathered by conducting surveys through people or video cameras. The data is analysed through the model and developed into performance metrics.
