2873 - JOINT GROUP TRAINING SCHEME

  1. Why has the Minister abolished the Joint Group Training Scheme under the Government's $1.7 billion education cuts?
  2. How much does this scheme cost per year?
  3. (a) Will the Minister prevent any increase in apprentice fees for small businesses?
    (b) If so, how?
  4. How will the Minister ensure apprentice uptake in skills shortage areas will not decrease as a result of these cuts?
Answer -
  1. to (4) The Commonwealth Government traditionally funds labour market programs and provides extensive employment incentives for group training organisations.
    In NSW there were almost 169,000 apprentices and trainees in training in 2012. Less than 5 per cent of these (just over 7,900) were employed by Group Training Organisations.
    Group training was introduced in the early 1980s to manage apprentice training by rotating them through different workplaces to ensure they gained the full range of skills.
    The NSW Government will keep investing in training delivery for apprentices and trainees through TAFE NSW and private training organisations. In 2011 we invested more than $270 million in training.
    Fees paid by apprentices to training providers are reviewed annually. From 1 January 2013 apprentice fees will be $478.
