Was the Government's decision to commit to light rail in Newcastle based on the results of a feasibility study?

If so, where can the feasibility study be viewed?

Answer -

The Newcastle Light Rail Project is a coordinated, whole-of-government decision to support the renewal of the Newcastle City Centre.

The Government will direct $340 million from the 99 year lease of Newcastle Port to the revitalisation of Newcastle in addition to $120 million already committed by the Government. A further $10 million has also been allocated as part of a broader light rail plan to investigate expanding light rail to surrounding suburbs and beaches in Newcastle.
