How much will it cost a non-government organisation to run a Community Offender Support Program Centre in New South Wales?

I am advised:

Specifications are currently being developed for a tender process open to non-government organisations to provide accommodation and support services for homeless offenders at Corrective Services NSW's Campbelltown residential facility. As this will be a competitive tender process, the costs are not currently known.
