2869 - RESPONSIBILITY FOR COMMUNITY FACILITIES

  1. Why is the Government proposing for developers to be no longer responsible for the work and cost required for parks, sports fields and associated community buildings?
  2. Why is Lake Macquarie City Council concerned they will encounter a $244 million shortfall over the following 20 years?
  3. How will the Government support councils who may be forced to pass these costs on to ratepayers?
Answer -
  1. The Government has not confirmed that developers will no longer be responsible for the work and cost required for parks, sports fields and associated community buildings.
    As part of the Green Paper, the responsibility for providing local infrastructure to serve the local community will be considered.
  2. and (3) I am aware of Lake Macquarie Council and other Councils' concerns in relation to infrastructure funding. Much of this concern stems from the decision by the former Government to cap the contributions councils could receive from developers.
    To assist Councils in the delivery of key growth infrastructure, the Government announced the Housing Acceleration Fund of $481 million as part of the 2012-13 State Budget "Building the State" package. Some of this funding is targeted at meeting reasonable costs a council might face on top of the contribution cap.
    This fund supports the Government focus on infrastructure to support growth, recognising the key role local councils play in providing for housing growth.
