Why was only one of the 170 new NSW Police Force recruits sworn in in August allocated to the Hunter?

Answer -

The NSW Police Force has advised me:

The allocation of police resources is determined by the Commissioner. New Probationary Constables are deployed in May, August and December each year to replace and add to existing police numbers. Local Area Commands in the Hunter region have been allocated 152 new police recruits since May 2011.
