Transport Oriented Development (TOD) - Tier 1 Accelerated Program Bella Vista and Kellyville

To the Speaker and Members of the Legislative Assembly, The National Housing Accord represents a commitment by all states to deliver 1.2 million houses by 2029, responding to the housing crisis arising from a lack of planning for population growth. The Transport Oriented Development (TOD) program is a strategic initiative by the NSW Government aimed at delivering 377,000 dwellings by 2029. Bella Vista and Kellyville are key components of the Tier 1 TOD program, involving rezoning land to support 21,000 new apartments, in addition to 21,000 approved apartments. This will increase the population density from 4,976 to nearly 12,000 people per square km, with parts of the precinct exceeding 28,000 people per square km, comparable to Haymarket, Chippendale, and Green Square. A significant concern is the inadequate infrastructure planning to support this substantial population increase. This is expected to add 20,000 cars, with no plans to widen Old Windsor Road or Norwest Boulevard. There is a notable absence of plans within the proposal to allocate land and funding for the necessary number of schools. Nor does it provide sufficient playing fields or open space of 1.21 hectares of active space per 1000 people as required. Therefore, this plan is not based on the fundamental principles of ecologically sustainable development. We ask the Legislative Assembly to call on the Government to overturn the TOD Tier 1 proposal impacting Bella Vista and Kellyville and undertake a thorough review of future housing in this area in consultation with The Hills Council and its constituents.
