The inquiry was established on 15 February 2018, to inquire into and report on the adequacy and scope of special care offences under section 73 of the Crimes Act 1900.
The terms of reference were referred to the committee by the Hon Mark Speakman MP, Attorney General, on 13 February 2018.
Following a request by the Attorney General on 18 April 2018, the committee broadened its terms of reference to include examination of adoptive relationships.
