Became a secretary to Sir Phillip Rose of legal firm Norton, Rose and Russell, solicitors to B.Disraeli; arrived in Victoria in 1852, went to Mount Alexander goldfields, became a cadet in the Victorian police in 1853; advised on reorganisation of New South Wales police in 1861, invited to become second and acting inspector general from 1874 until 1903, retired; vice president. Barrack Street Savings bank to 1912; director of Bank of New South Wales from 1912 until 1918 and of the United Insurance Company; member of Board of Health from 1882 until 1917; chairman of Public Service Tender Board; member of Aborigines Protection Board from 1883 until 1905, chairman from 1889 until 1904; member of Old Age Pensions Board in 1902; actively associated with Discharged Prisoners' Aid Society; chairman of Charity Organisation Society; commissioner of International Exhibition, Amsterdam, 1883, Colonial and Indian Exhibition 1886; Centennial Exhibition, Melbourne; and Centennial Celebrations in 1888; trustee of Australian Museum from 1886 until 1888, and of Australian Jockey Club; vice president of Society for Prevention of Cruelty to Animals; member of Union Club; visited Europe in 1888 and 1904.
