The Working in the Legislative Council program is a 12-week professional development initiative. The program is offered to outstanding departmental officers who want to gain first-hand experience of the operations of Parliament, in particular the annual Budget Estimates process. It also facilitates an exchange of ideas and experiences between participants, sponsor agencies and the Council.
The Working in the Legislative Council program for 2025 will run from 10 February to 2 May 2025. It is aimed at high performing public service officers at the Clerk Grade 7/8 level, or equivalent.
The successful applicant's agency is required to meet their officer's salary costs during the placement. Participants are not eligible to apply for a position in the Council during the placement or for six months following the end of the placement. The successful applicant will work as an integral member of the team administering the Budget Estimates inquiry; assist with other committee inquiries; and observe proceedings in the House.

The program gave me the unique opportunity to see 'behind-the-scenes' of Budget Estimates and learn more about how this process contributes to our democracy … You work on a variety of tasks and get to engage with members of parliament. This deepened my understanding of parliamentary and government processes. I learned so much from the experience, all of which further strengthened my skills in my substantive role at the end of the program.'
