Notes: A.D.Kay resigned after the government appointed him to the Metropolitan Meat Board. In a controversial interpretation of the Parliamentary Elections (Casual Vacancies) Act, the Clerk of the Assembly ruled it appropriate that Kay be replaced by a Labor candidate from the 1925 election, and Labor duly nominated Arthur Tonge. The Bavin government later used an act of parliament to sack Kay from his position in 1928. He was re-appointed by the Lang government in 1930 before once again being removed from the position when the Stevens government took office.
