What are House Papers
House Papers are a collection of documents including:
- Daily Program
- Notices of Motion and Orders of the Day
- Votes (Assembly) and Minutes (Council)

How can I locate my topic of interest within the House Papers?
House papers are maintained separately for the Legislative Assembly and the Legislative Council. This reflects the fact that business is conducted differently in each House. From the navigation pane immediately to the left of this text, click on the icon representing the House you are interested in.
Once you have selected a House, the left hand side navigation pane will expand to include a number of options for listing House Papers. An explanation of each listing appears below. Select the listing which best suits your needs, or use the Search Papers link to build your own list of records that match your specific criteria.
- Daily Program - A brief version of the agenda for the current or next sitting day.
- Notices of Motions and Orders of the Day - A list of Motions and Bills to be considered by the House, including matters which Members intend to raise (Notices of Motion) and matters which are already under consideration (Orders of the Day).
- Votes and Proceedings (Legislative Assembly only) - The official record of proceedings of the Legislative Assembly. The Votes and Proceedings record what motions were moved, how bills were dealt with and how Members voted in divisions in the House. The Votes do not record proceedings of the Committee of the Whole (consideration of Bills in detail). This is recorded in Hansard.
- Minutes (Legislative Council only) - This is the official record of proceedings of the Legislative Council. The Minutes record what motions were moved, how bills were dealt with and how Members voted in divisions in the House. - Questions and Answers - Written Questions on Notice which Members have asked Ministers, and the replies given.
- Statutory Rules and Instruments - Statutory Rules documents list recently proclaimed regulations and other statutory instruments which either House may disallow. These records only appears in the "All papers" list for each House.
- Tabled papers - Reports and other Papers which are tabled in the House. Documents such as messages between the Houses or the Governor, statutory instruments, petitions, and Bills are not included unless they become Parliamentary Papers.
- All By Date - A listing of all the papers that are available for each sitting day. This is listed in reverse chronological order (ie. most recent first).
How far back are House Papers available online?
All House Paper records from September 1991 (the 50th Parliament) to present are available online from this site. In addition, selected earlier "Reports of Parliamentary Debates" and other records are available online in PDF scanned image files - see Records of Legislative Proceedings from 1824.
