The Hon. CATHERINE CUSACK: My question is directed to the Leader of the Government. Was the committee established by the Premier to celebrate the 200th anniversary of Governor Macquarie's 12-year tenure as the fifth Governor of New South Wales consulted prior to the removal of the statue from the parliamentary forecourt? Is the Premier satisfied with the disappearance of the statue and the lack of consultation with the Scottish Australian Heritage Council, which, for the past 21 years, celebrated the Governor's birthday with pipes, drums, highland dances, floral tributes and speeches in front of the statue? Why has the Scottish Australian Heritage Council been excluded by the Premier from his committee's planning for the 200th anniversary? What are the current whereabouts of Governor Macquarie's statue? What opportunity will the public have to comment on its future?

The Hon. TONY KELLY: I thank the member for her misdirected question. But that is not a matter for the Premier.

The Hon. Catherine Cusack: It is his 200th anniversary committee.

The Hon. TONY KELLY: If the member stops interrupting, I will be able to tell her how the question is misdirected. As you well know, Mr President, questions about the location of an asset of this Parliament should have been directed to you as a presiding officer.

The Hon. CATHERINE CUSACK: I ask a supplementary question. Will the Minister elucidate his answer in relation to memorandum 2009-98, "Governor Lachlan Macquarie and Mrs Elizabeth Macquarie Bicentenary Celebrations in 2010", issued by Premier Nathan Rees on 15 April 2009? Is the Minister now suggesting the Premier is not responsible for that committee?

The Hon. TONY KELLY: As I said before, such questions should be directed to the President. For example, if the member had asked me a question about the Department of Lands building and some of the statues at that location, I could have provided an answer as those matters are within my portfolio. I cannot refer this matter to the Premier because it is a question best directed to you, Mr President, and the Speaker in the other House. There is a procedure that members should follow to ask questions of the President, and the time for doing that is not during question time. The questions must be in writing.
