222. An Assembly bill returned from the Council with amendments shall be reported and the Speaker shall fix a later time for the consideration of the amendments or the amendments may be considered in detail forthwith.

Notes for the ChairBILL RETURNED WITH LEGISLATIVE COUNCIL AMENDMENT(S) Amendments made by the Council in a bill and any subsequent messages received relating to amendments are considered in detail by the House. After the message is reported returning a bill with an amendment or amendments, consideration may take place immediately or at a later time (either later that same day or a future day). Debate during the consideration of Legislative Council amendments is restricted to the subject matter of the amendments before the House. If an amendment has a direct bearing on some other part of the bill a small degree of latitude may be allowed. However, Members are not to make what would in effect be a second reading speech or discuss the bill as a whole. Once the consideration in detail of the Council amendments has concluded a message is sent to the Legislative Council advising of the Assembly's agreement or disagreement with the amendments, or amendments made to the Council's amendments. Key rulings: During consideration in detail of Legislative Council amendments, debate is limited to the amendments before the House and it is not an opportunity to revisit the bill and entire debate.
