| 1992 Precedent | 1. Amendment 'That this matter be deferred until Tuesday, 15th September' foreshadowed to the question 'That the motion [concerning days for the sittings of the House] be agreed to'. The Acting Speaker stated that the effect of the amendment would be to adjourn debate, and, to that extent, the Chair had some difficulty accepting it as a valid amendment. Member moving amendment sought clarification, as to whether it would be a correct interpretation that if he did not entertain the amendment, there would be no opportunity to speak to that amendment. The Speaker replied that that was the situation. The Minister, as the mover of the original motion, asked the Acting Speaker to accept the amendment so as to allow members who had already spoken to his motion to make a further contribution. The Chair then accepted the amendment as a reasoned amendment, put forward to allow certain members to speak again, however the amendment was subsequently withdrawn. PD 2/9/92, 5408-10 |
