Proceedings after the second reading
(adopted 28 February 2013)
That, during the current session, unless otherwise ordered, standing order 203 shall read as follows:
203. After the second reading, the Member in charge of the bill shall move forthwith, without debate or amendment, "That the bill be read a third time" unless:
(1) A Member requests consideration of the bill in detail; or
(2) The Member in charge of the bill:
(a) moves a motion for consideration in detail pro forma; or
(b) requests the Speaker to set down consideration of the bill in detail as an Order of the Day for a later time.

| Standing Order 203 | Proceedings after Agreement in Principle 203. After agreement in principle, unless: A Member requests consideration of the bill in detail; or
The Member in charge of the bill: moves a motion for consideration in detail pro forma; or
requests the Speaker to set down consideration of the bill in detail as an Order of the Day for a later time; or
A motion is moved, without notice or debate, and agreed to “That this bill be not passed”. The Speaker shall declare the bill to have passed the House. |

After the question on the second reading is agreed to, the Chair shall call the Mover to move a motion for the third reading forthwith unless: the Member in charge of the bill has requested “That the House consider the bill in detail pro forma”; or
a Member has requested that the bill be considered in detail. After the Mover has moved the third reading, the Speaker will put the question "That this bill be now read a third time" to the House. No debate or amendment is permitted to this question if the bill has not been considered in detail. Speaker: “The question is, That this bill be now read a second time. All of that opinion say AYE, to the contrary NO. I think the Ayes/ Noes have it – [PAUSE (to allow for calling of a division)] – The Ayes/ Noes have it” [After the question on the second reading is carried, the Speaker will call on the Minister to move the third reading unless: the Member in charge of the bill has requested “That the House consider the bill in detail pro forma”; or a Member has requested that the bill be considered in detail] Speaker: “The Minister” [Minister will move "That this bill be now read a third time"] [The motion cannot be debated or amended when the bill has not been considered in detail] Speaker: “The question is, That this bill be now read a third time. All of that opinion say AYE, to the contrary NO. I think the Ayes/ Noes have it – [PAUSE (to allow for calling of a division)] – The Ayes/ Noes have it” [After the question on the third reading is carried, the proceedings on the bill have concluded and a message to sent to the Legislative Council] |
| 2011 Precedent | After a member requested that a bill be considered in detail, a point of order was raised that the member did not have any amendments to move. The Speaker noted that a member did not need to have amendments to request that a bill be considered in detail. The motion was then moved 'That the question be now put' which was passed on division.
