    C1 Mr COLLINS to move—
      (1) That, notwithstanding anything contained in the Standing and Sessional Orders of either House, a joint standing committee be appointed to inquire into and report on such matters relating to electoral laws and practices and their administration as may be referred to it by both Houses of the Parliament or a Minister.
      (2) That the committee consist of 10 Members, nominated in writing to the Speaker or President, as follows:
          (a) 3 Members of the Legislative Assembly to be nominated by the Government Whip.

      (3) That should a nomination not be made the respective House shall determine the Members to serve on the committee.
      (4) That any vacancy in membership and every nomination to fill such vacancy be forthwith notified in writing to the Speaker of the Legislative Assembly and the President of the Legislative Council by the office holders specified in (2) above.
      (5) That the committee elect a Government member as its chairman.
      (6) That the committee elect a deputy chairman who shall act as chairman of the committee at any time when the chairman is not present at a meeting of the committee. At any time when both the chairman and deputy chairman are not present at a meeting of the committee the members present shall elect another member to act as chairman at that meeting.
      (7) The chairman, or the deputy chairman, when acting as chairman, shall have both a deliberative and, in the event of an equality of votes, a casting vote.
      (8) That at any meeting of the committee 4 members shall constitute a quorum provided the committee meets as a joint committee at all times.
      (9) That the committee have power to appoint sub-committees consisting of 3 or more of its members and to refer to any sub-committee any matter which the committee is empowered to examine.
      (10) That the committee appoint the chairman of each sub-committee who shall have a casting vote only and at any time when the chairman of a sub-committee is not present at a meeting of the sub-committee the members of the sub-committee present shall elect another member of that sub-committee to act as chairman at that meeting.
      (11) That the quorum of a sub-committee be a majority of the members of that sub-committee.
      (12) That members of the committee who are not members of a sub-committee may participate in the proceedings of that sub-committee but shall not vote, move any motion or be counted for the purpose of a quorum.

      (13) That the committee or any sub-committee have power to take evidence and send for persons, papers and records and to report from time to time.
      (14) That the committee or any sub-committee have leave to sit during the sittings or any adjournment of either or both Houses; to adjourn from place to place; to make visits of inspection within New South Wales, other States and Territories of Australia.
      (15) That a sub-committee have power to authorise publication of any evidence given before it and any document presented to it.
      (16) That should either or both Houses stand adjourned and the committee agree to any report before the Houses resume sitting-
          (a) the committee have leave to send any such report, minutes and evidence taken before it to the Clerk of the House;
          (b) the documents shall be printed and published and the Clerk shall forthwith take such action as is necessary to give effect to the order of the House; and
          (c) the documents shall be laid upon the Table of each House at its next sitting.
      (17) That a message be sent to the Legislative Council acquainting it of this resolution and requesting it to appoint a time and place for the first meeting of the committee.

    _2 Mr HARTCHER to move--
      That this House notes with concern proposals to raise the price of water from 65c a kilolitre and calls upon the Government to protect consumers consistent with its preelection pledge of no new taxes.

    3 Mr WEST to move--
      That this House calls on the Minister for Police to review the remote area allowances to encourage applications from officers to serve in remote areas of the State.

    4 Mr HUMPHERSON to move--
      That this House refer to the Police Commissioner and Director of Public Prosecutions the document entitled “Abuse of Power - NSW Labor in 1993" published by ALP Membership Defence Committee and request a full investigation and report investigating the following allegations:
      (1) That Joe Tripodi, now Member for Fairfield, did fraudulently misrepresent and forge the signature of branch secretary Trevor Davies.
      (2) That Reba Meagher, now Member for Cabramatta, did bribe members of the public to attend and out vote opponents at a young labor meeting in Port Macquarie.

    (3) That Reba Meagher did fraudulently sign her Neutral Bay branch register as having attended two meetings which she did not attend.
      (4) That Laurie Brown, northern organiser and now ministerial chief of staff to the Minister for Agriculture, did racially harass Aboriginal youths in Port Macquarie.
      (5) Claims of forgery, harassment, intimidation and standover tactics.

    _C5 Mr O'DOHERTY to move--
      (1) That a Joint Select Committee be established to undertake a review of the Higher School Certificate and make recommendations having regard to:
          (a) curriculum;
          (b) the method of calculating both Board of Studies results and the Tertiary Entrance Score;
          (c) ensuring continued relevance as a record of achievement for all students completing Year 12; and
          (d) other matters relating to the HSC as considered appropriate.
      (2) That the committee call for formal submissions from the following groups:
          • the New South Wales Teachers Federation;
          • the Federation of Parents' and Citizens' Associations;
          • the Federation of School Community Organisations;
          • the Catholic Education Commission;
          • the Secondary Schools Principals' Association;
          • the Independent Education Union;
          • the NSW Parents Council;
          • the Aboriginal Education Consultative group;
          • the Professional Teachers' Association;
          • the Australian Association of Special Education;
          • the Ethnic Affairs Commission;
          • the NSW Vice-Chancellors' Conference;
          • NCOSS; and
          • other groups and individuals as considered appropriate.
      (3) That the committee consist of ten members as follows:
          (a) three members nominated by the Government Whip in the Legislative Assembly
          (b) three members nominated by the Opposition Whip in the Legislative Assembly
          (c) two members nominated by the Government Whip in the Legislative Council

          (e) one member from minority groups and Independents in the Legislative Council.
      (4) That the Chairman be a member of the Legislative Assembly appointed to the Committee as a supporter of the Government.
      (5) That at any meeting of the Committee any 4 members shall constitute a quorum, provided that the Committee shall meet as a Joint Committee at all times.
      (6) That the Committee have leave to sit during the sittings or any adjournment of either or both Houses; to adjourn from place to place; to have power to take evidence and send for persons and papers; and to report from time to time.
      (7) That should either or both Houses stand adjourned and the Committee agree to any report before the Houses resume sitting:

    6 Mr HARTCHER to move--
      That this House:
      (1) Endorses the vision of Sydney as a culturally diverse city of over 140 ethnic groups.
      (2) Acknowledges the fundamental right of each Australian to live where he or she chooses without Government restriction.
      (3) Supports the development of strategies which will contain the environmentally damaging urban sprawl and allow a wide range of choice of dwellings to residents.
      (4) Calls upon the State Government to cease its present anti-ethnic and anti-choice stance and introduce policies which will ensure Sydney remains a beautiful diverse city for the 21st century with a wide variety of housing.

    7 Mr TINK to move--
      That this House:
      (1) Notes with concern the serious strain being placed on Home and Community Care services for the frail aged as those services get diverted to cater for ever increasing numbers of people released early from hospitals and from institutions.
      (2) Calls on the Government to urgently increase funding for Home and Community Care Services to make up for this cost shifting away from the health system.

    8 Mr DEBNAM to move--
      That this House deplores the resumption of nuclear testing by France in the South Pacific and by China in recent months and specifically calls upon both countries to cancel all further testing and endorse a nuclear free South Pacific.

    9 Mr HARTCHER to move--
      That this House--
      (1) Condemns the Federal Government proposals to allow the introduction of cooked chicken products into Australia as:
          (a) it has the potential to allow the spread of Newcastle disease threatening the survival of our Australian native birds even to the point of extinction of whole species;
          (b) it will severely impact upon the likelihood of the successful NSW chicken industry which employs directly and indirectly thousands of residents of this State and contributes millions of dollars to its economy;
      (2) Requests the State Government to mount a vigorous public relations campaign to educate the NSW community to the dangers of the Federal proposal and to liaise with the industry and the environment movement to resist it.

    10 Mr LONGLEY to move--
      That this House condemns the government for failing to provide additional resources to the EPA to meet this State’s commitment to the National Environmental Protection Council.
    _11 Mr O'DOHERTY to move--
      That this House pursuant to Standing Order 310, orders to be laid before the House and made public without restricted access by 5 p.m. 24 October 1995 all documents relevant to the Government's decision to recentralise the Department of Education, and the resultant closure of Regional Offices, including Wagga Wagga, Tamworth and Lismore, including:
      Any available discussion papers, research or reports which outlined inadequacies or flaws of the existing structure which were instrumental in reaching the decision that a radical restructuring of the Department was necessary;
          •Any options papers which detail what other options were considered and why this restructuring became the preferred one;
          •An economic analysis of each option considered;
          •Any analysis of the educational impact of the changed structure on students and teachers;

    • Any analysis on the impact of the restructure on administrative workload in schools;
          •Any analysis of the economic impact of this restructuring on the Department of Education;
          •Any analysis of the economic impact of the restructuring on communities where regional offices were formerly located;

          •Any records of consultation with the then regional offices and the relevant Assistant Director-General about the restructuring;
          •Evidence and minutes of all meetings and interviews with affected community and interest groups including, but not exclusively, Local Government, the NSW Teachers Federation, the NSW Parents and Citizens Association and the Public Service Association; and
          •A list of dates when these meetings or interviews occurred.

    12 Ms MACHIN to move--
      That this House:
      (1) Expresses its concern at the closure of The Earth Exchange;
      (2) Condemns the Government for the withdrawal of funding that has led to this closure;
      (3) Calls on the Government to reconsider its decision to force the closure of The Earth Exchange;
      (4) Calls on the Government to ensure the proper maintenance and display of the Chapman Collection;
      (5) Calls on the Government to guarantee adequate funding for the collections currently held by The Earth Exchange wherever they may be relocated;
      (6) Condemns the Government for the loss of an outstanding educational and tourist facility; and
      (7) Condemns the lack of effort by the Minister for Mineral Resources to keep The Earth Exchange open.

    13 Mr KERR to move--
      That this House calls upon the Electoral Commissioner to provide every six months a report setting the details, nature and expenses of the habitation reviews carried out by that office.

    14 Mr HUMPHERSON to move--
      That this House:
      (a) acknowledge the principle that Ministers should tell the truth and behave honestly at all times in the performance of their public duties;
      (b) notes that the NSW Police have requested the Minister for Public Works and Services, Minister for the Olympics and Minister for Roads to answer 133 questions in relation to matters of public duties, such questions being set forth on pages 2069 to 2075 of the Legislative Assembly Questions and Answers paper of Friday 2 December 1994;
      (c) calls upon the Minister to answer the questions truthfully and completely.

    15 Mr SCHIPP to move--
      That, pursuant to Standing Order 310, this House orders to be laid before it and made public without restricted access, by noon on Tuesday 24 October 1995, all:
          •documents from all Government Departments and Ministerial Offices pertaining to the closure of the veterinary laboratory at Wagga.
          •documents from all Government Departments and Ministerial Offices pertaining to the closure of the veterinary laboratory at Armidale.
          •documents from all Government Offices and Ministerial Offices pertaining to the closure of the Biological and Chemical Research Institute at Rydalmere.
          •documents relating to, and including, the Coopers and Lybrand report into the feasibility of the closure of the Biological and Chemical Research Institute at Rydalmere.
          •minutes of all consultations and all options considered prior to the decision to close the two world standard veterinarian laboratories at Wagga and Armidale and the equally world standard Biological and Chemical Research Institute at Rydalmere.

    16 Mr JEFFERY to move--
      That this House calls on the Government to minimise death and injury from Police pursuits by implementing immediately:
      (a) mandatory reporting to the Ombudsman, of pursuits where injuries or death occur;
      (b) random auditing of all police pursuits by the Ombudsman; and
      (c) all other recommendations of Staysafe 27.

    17 Mr HARTCHER to move--
      That this House take note of the document tabled in the Legislative Council on 9 June 1995, a.m., entitled "Abuse of Power: NSW Labor in 1993".

    *18 Mr McMANUS to move--
      That this House condemns the former Government for failing to provide bullet resistant vests to the New South Wales Police Service.

    19 Mr MOSS to move--
      That this House congratulates the Government for establishing a Council on Crime Prevention to advise on crime prevention initiatives.

    20 Mr D. L. PAGE to move--
      That this House condemns the Minister for Land and Water Conservation and the Minister for Urban Affairs and Planning and Minister for Housing for the imposition of State Environmental Planning Policy 46 without proper consultation with affected groups and for the excessive, unduly restrictive and expensive controls it imposes on landholders.

    21 Mr THOMPSON to move--
      (1) That this House expresses its concern at the death of Paul Rupert Cooper in circumstances that are alleged to be employment related.
      (2) That an independent arbitrator or judicial officer be appointed to conduct an inquiry and in particular to take evidence from Dr Tom Clark, whose opinion was that substantial precipitants of Mr Cooper's illness were due to police work and the condition was exaggerated and prolonged by time in the Police Service.
      (3) That the Government be requested to provide compensation.

    22 Mrs GRUSOVIN to move--
      That this House congratulates the Carr Government for establishing a Ministerial Advisory Committee on the Police Academy to advise the Minister and the Academy Principal on initiatives to improve the education of police.

    23 Mr STEWART to move--
      That this House congratulates the Government for its decision to provide $50M for urgent road upgrading at the intersection of the Hume Highway, Roberts Road and Centenary Drive, Chullora.

    24 Mr THOMPSON to move--
      That this House applauds the Government for the statewide extension of the Police Service Crime Prevention Workshops to foster better relationships between police and secondary school students.

    25 Ms MEAGHER to move--
      That this House recognises the enormous health and social problems created by the distribution and abuse of narcotics in Cabramatta and supports the expansion and development of Government and non-government services to provide drug and alcohol counselling, detoxification and rehabilitation services and harm minimisation programs.
