      (1) What endangered, rare and vulnerable plants have been found in the Prosect Reservoir catchment?
      (2) What are their names?
      (3) Where do they occur?
      (4) What levels of protection are currently provided or planned for these species?
      (5) What development is planned in the area which may further threaten these species?

1351 DUCK FARM—SCHOFIELDS—Ms Allan to ask the Minister for Agriculture and Fisheries and Minister for Mines—
      (1) Is he aware of complaints by Mr and Mrs A. Sultana of Schofields Farm Road, Schofields, concerning an adjacent duck farm?
      (2) When have officers from the Department visited Schofields Farm Road to determine whether or not this duck farm meets its licence requirements?
      (3) If no inspections from the Department have occurred, when will they?

          (b) If so, why did the application process not proceed to appointment?
      (3) How many people made up the selection committee for the position in question?

1364 RAILWAY YARD—NARRABRI WEST—Mr Langton to ask the Minister for Transport and Minister for Roads—
      (1) In relation to the operation of the railway yard at Narrabri West, what are the hours during which loading and unloading containers is permitted?
      (2) Are these restrictions being enforced?
      (3) What is being done to alleviate the dust problem on the access road to the railway yard?
      (4) Have all sections of the access road been gravelled?

1365 M2—LAND DEVELOPMENT OPTIONS—Mr Langton to ask the Minister for Transport and Minister for Roads—
      (1) Were land development options originally a part of the deal for the private sector to build the M2?
      (2) Are land development options a part of the contract?
      (3) What is the $59 million subsidy from the Roads and Traffic Authority to the private consortium for?
      (4) How much will the M2 toll cost?
      (5) When and by how much will the toll be permitted to rise?
      (6) Will the M2 be built in strict accordance with the EIS's?
      (7) If not, why not?
      (8) If so, is this possible?
      (9) Will another EIS be undertaken?

1366 CHILD ADOPTION—Mr Markham to ask the Minister for Community Services, Minister for Aboriginal Affairs and Minister for the Ageing—
      (1) What is the average waiting time for provision of information relating to children adopted through the auspices of the Department of Community Services?
      (2) What procedures are provided through the Department for adopting, natural parents or adopted children to obtain urgent information?

1367 SAAP TRAINING—Mr Markham to ask the Minister for Community Services, Minister for Aboriginal Affairs and Minister for the Ageing—
      (1) Has the SAAP Training Unit Budget for 1993/94 been fully expended?
      (2) Is a review of training issues for SAAP services being currently undertaken?
      (3) If so, will this result in a period of several months without any training programs?
      (4) Is he aware of recommendations from the Illawarra region that regional representative organisations be resourced to undertake local training to fill the existing need for youth work training?
      (5) Will he approve the release of the SAAP Training Development Unit allocation for 1994/95 to allow local training initiatives to be implemented?
      (6) If not, why not?

1368 CROWN LAND FRONTING INLAND WATER—Mr Martin to ask the Minister for Land and Water Conservation—
      (1) How many lots fronting inland water courses have been retained in Crown ownership for public access when dealing with conversion applications of leases in:
          (a) 1988?
          (b) 1989?
          (c) 1990?
          (d) 1991?
          (e) 1992?
          (f) 1993?
          (g) 1994?
      (2) How many lots fronting inland water courses have been sold to adjoining landowners in each of the years above?
      (3) What are the locations, title, details, area, purchase price and name of purchaser in each case?
      (4) How many proposals for exclusion on conversion of lots fronting inland water courses, where agreement had been reached, were not proceeded with by direction?
      (5) Has there been any ministerial directions in regard to exclusions fronting inland water courses?
      (6) If so, what are the full details of each ministerial direction?
      (7) Have all sale/purchases of lots, previously excluded, been supported by land assessment?
      (8) What are the names, designations of each officer who approved sale of land fronting inland water courses and on what dates did the officers approve such sale?
      (9) Did any of the lots sold front inland fishing streams?
      (10) What is the present policy and procedures for retention in Crown ownership of access strips fronting inland water courses?

1369 FORESTRY MINI-GRANTS PROGRAM—Mr Martin to ask the Minister for Land and Water Conservation—
      (1) Did he issue a memorandum dated 17 January 1994 to Government MP's and MLC's advising of the Forestry Mini-Grants Program and suggesting that applications be submitted through his ministerial office?
      (2) Did he issue a memorandum dated 24 February 1994 to all members of Parliament advising of the Forestry Mini-Grants Program and suggesting applications be forwarded to State Forests of NSW?
      (3) What was the reason for the delay in advising all members of Parliament of the Forestry Mini-Grants Program compared to Government MP's and MLC's?
      (4) What was the reason for advising Government MP's and MLC's that applications should be directed through his ministerial office and later advising members of Parliament to forward applications direct to State Forests of NSW?
      (5) How many applications for Forestry Mini-Grants were received from each electorate?
      (6) How many applications on an electorate basis were approved?
      (7) What was the total value of Forestry Mini-Grants approved in each electorate?
      (8) How many of the applications that were approved were forwarded to State Forests of NSW via his ministerial office?
      (9) How many of the applications that were approved were forwarded to State Forests of NSW direct by members of Parliament?

1370 ASHBY PENINSULA LAND REZONING—Mr Martin to ask the Minister for Land and Water Conservation representing the Minister for Planning and Minister for Housing—
      (1) Did Maclean Council rezone some 50 square kilometres of land at Ashby from a general rural zone (1a) to a rural residential zoning (1r & 1s)?
      (2) Did the rezoning become effective through an amendment to the 1992 Maclean Local Environment Plan (LEP)?
      (3) Did the Local Environment Study (LES), for which the 1992 LEP was prepared, consider rural residential development at Ashby in depth?
      (4) Did the NSW Department of Planning deem a LES for the Ashby rezoning unnecessary?
      (5) Does the Ashby peninsula contain both wet and dry sclerophyll forest?
      (6) Is there a significant koala colony on the Ashby peninsula?
      (7) Did the developer's fauna reports for subdivisions at Ashby identify other endangered species including rufous bettong and brush-tailed phascogale?
      (8) If so, will you insist on a fauna impact statement to establish the true value of wildlife in the area?
      (9) Is the Ashby peninsula located directly across the Clarence River from the township of Maclean?
      (10) Does the area drain into The Broadwater?
      (11) Is a large part of the Ashby peninsula terrain steep?
      (12) Is the Ashby peninsula sewered?
      (13) Have any investigations been undertaken to establish the cumulative impact on the river of rural residential development on the Ashby peninsula?
      (14) Have population studies been prepared that justify the rezoning of rural land on the Ashby peninsula?
      (15) If so, when were these studies undertaken?
      (16) Does the Department of Planning regularly consider demand and supply to be a key consideration for proposed rural residential developments?
      (17) Has a development control plan been prepared for the proposed rural residential development?
      (18) Does a discussion paper suggest Ashby is to become a major urban centre?
      (19) Are development applications being approved by council?
      (20) If so, how can the Ashby discussion paper serve any purpose?
      (21) Has council accepted development applications in respect of land at Ashby and failed to advertise the applications in the local media?
      (22) Did a Mr Hook lodge a subdivision application for land in the northern part of Ashby with Maclean Council?
      (23) Was this subdivision application advertised by Maclean Council?
      (24) Did council's planning report acknowledge that the developer's report was inadequate?
      (25) Did the developer's report acknowledge that koalas, rufous bettong and brush-tailed phascogale might occur on the site?
      (26) Did the developer's report also acknowledge that the site contained wet sclerophyll forest?
      (27) Was a site inspection undertaken by council officers prior to council approving the development?
      (28) Was this area excluded from the Ashby discussion paper?
      (29) Is the Hook subdivision land affected by a 7(e) zone?
      (30) Did this 7(e) zoning have any effect on the nature of the subdivision approval?
      (31) If not, why not?

      (32) Was land owned by a councillor subdivided into small allotments immediately before gazettal of the Maclean LEP without any consideration being given to the fact it was subject to a 7(e) zoning?
      (33) Has that land now been cleared of vegetation?
      (34) Does another 7(e) zone contain a quarry operation that is set to expand?
      (35) Will he instruct the Department of Planning to require Maclean Council to prepare a LES to be prepared for the rezoning?
      (36) If not, why not?
      (37) Will he ask the Minister for the Environment to instruct the National Parks and Wildlife Service to investigate whether a freeze should be placed on all development until such time as a flora and fauna impact statement has been carried out for the Ashby peninsula?
      (38) If not, why not?
      (39) Will you ask the Minister for Fisheries to instruct the NSW Department of Fisheries to assess the likely impact on fish habitat in the Clarence River estuary as a result of development and/or likely development on the Ashby peninsula?

1371 PRAWNS—IMPORTED SPECIES—Mr Martin to ask the Minister for Agriculture and Fisheries and Minister for Mines—
      (1) Of the prawn species that are known vectors of the disease "IHHN", which species do not occur naturally in Australia?
      (2) Of the species named, which species are being imported into the Sydney Fish Markets?
      (3) What are the names of the companies importing the species named?
      (4) Where are the species named being imported from?

1372 AUSTRALIAN BASS RESEARCH—Mr Martin to ask the Minister for Agriculture and Fisheries and Minister for Mines—
      (1) Why is NSW Fisheries and CFAC supporting research into genetic structure of Australian bass populations by the Australian Museum?
      (2) Are State Trust Funds from the Fisheries Research and Development Corporation being
      used to support this research?
      (3) Why are funds from the commercial fishing sector being used to research a recreational only species of fish?

1373 FISH CATCH NUMBERS—Mr Martin to ask the Minister for Agriculture and Fisheries and Minister for Mines—
      (1) Did the Director, NSW Fisheries Research Institute, state that, excluding the fish not targeted by both recreational and commercial fishers, the catch from both sectors has been almost identical over the last decade?
      (2) If so, on what scientific evidence was this statement based?
      (3) Who gathered the scientific information over the last decade?
      (4) What scientific evidence was gathered by officers of the NSW Fisheries?
      (5) What regions of the State were used in the scientific investigation?
      (6) How often was scientific data gathered at each location over the past decade?
      (7) Did the scientific evidence conclude that the recreational and commercial sectors had caught about 50,000 tonnes apiece over the last decade excluding fish not targeted by both sectors?

      (8) If so, how was the total tonnage attributed to the commercial sector established?
      (9) How as the total tonnage attributed to the recreational sector established?
      (10) Why was this scientific evidence not used to calculate total allowable catches for the recreational and commercial fishing sectors, particularly in respect of species such as snapper?

1374 STRATA TITLES ACT REVIEW—Mr Page to ask the Minister for Land and Water Conservation representing the Minister for Planning and Minister for Housing—
      (1) When did the Government begin reviewing the Strata Titles Act 1973?
      (2) Given the public interest in this review, as evidenced by the number of submissions made to publicly-released discussion papers, when does he expect reform proposals to be put forward for the consideration of Parliament?
      (3) Can he give an assurance that a bill to reform the Strata Titles Act 1973 will be introduced in the current session of Parliament?
      (4) If he cannot give such an assurance, why not?

1375 ROAD PROJECTS TENDERING—Mr Price to ask the Minister for Transport and Minister for Roads—
      What is the Roads and Traffic Authority's policy on their depot crews being permitted to tender for:
          (a) Federally funded road projects?
          (b) State funded road projects?

1376 PROPOSED UNIVERSITY OF NEWCASTLE STATION—Mr Price to ask the Minister for Transport and Minister for Roads—
      (1) When will the Federally funded railway station proposed to service the University of Newcastle and Warabrook estate be put to tender?
      (2) What is the anticipated date for the commencement of construction?
      (3) When is it proposed that the station will be in service?
      (4) (a) In the present design, will there be provision for:
            (i) A footbridge to provide access to Warabrook?
            (ii) Disabled access?
          (b) If so, what form will these access take?

1377 SYDNEY ELECTRICITY—GENERAL SERVICE FEE—Mr Rogan to ask the Minister for Police and Minister for Emergency Services representing the Minister for Energy and Minister for Local Government and Co-operatives—
      (1) Did Sydney Electricity introduce a general service fee for commercial electricity customers on 1 July 1994?
      (2) Does this service fee nearly cancel out reductions in electricity prices for small commercial users?
      (3) What is the rationale for the introduction of this fee?

1378 PACIFIC POWER—STRESS-RELATED ILLNESSES—Mr Rogan to ask the Minister for Police and Minister for Emergency Services representing the Minister for Energy and Minister for Local Government and Co-operatives—
      (1) How many Pacific Power employees are currently absent from work on workers' compensation?
      (2) Of these employees, how many are classified as stress-related illnesses?
      (3) Are these stress-related illnesses work-related?
      (4) What steps has Pacific Power taken to identify the causes of work-related stress illnesses?
      (5) What measures are being taken to assist employees suffering stress-related illnesses to return to work?
      (6) What steps have been taken to address the causes of work stress-related illnesses?

1379 STORMWATER SILT TRAPS—ELECTORATE OF EAST HILLS—Mr Rogan to ask the Minister for Land and Water Conservation representing the Minister for Planning and Minister for Housing—
      (1) How many stormwater silt traps are in use in the electorate of East Hills?
      (2) Are there plans to introduce silt traps into the electorate of East Hills for stormwater entering the Georges River, similar to that proposed for the Pyrmont casino development?
      (3) If not, why not?
      (4) Are there plans to introduce any other forms of stormwater silt traps in the electorate of East Hills?
      (5) If not, why not?

1380 MINERALS VALUE ADDED PROJECTS—Mr Rogan to ask the Minister for Agriculture and Fisheries and Minister for Mines—
      (1) What steps are being taken to encourage the establishment of value added minerals processing projects?
      (2) What is the current value of minerals value added projects in New South Wales?
      (3) What are these industries and their general locations?
      (4) What are the identified potential minerals value added industries?
      (5) What is the estimated value of industries referred to in (4)?

1381 GEORGES RIVER NATIONAL PARK—ATTENDANCE FIGURES—Mr Rogan to ask the Minister for the Environment—
      (1) Have attendance figures for visitors to the Georges River National Park declined since entry charges were increased?
      (2) What steps does the National Parks and Wildlife Service intend taking to reverse this trend?
      (3) Will these entry fees now be reviewed with the intention of reducing charges?
      (4) If not, why not?
      (5) Does the National Parks and Wildlife Service have plans to include new areas in this park?

      (1) When will Tangara trains be running on the South Coast line?
